We will fully implement the action plan for preventing and controlling air pollution; carry out coordinated inter-regional prevention and control efforts; upgrade coal-burning power plants to achieve ultra-low emissions; and strive for zero-growth in the consumption of coal in key areas of the country;

We will work hard to develop a circular economy and promote the recovery of resources from industrial and household waste. There is enormous potential in China's market for energy conservation and environmental protection; we will develop the energy conservation and environmental protection industry into a new pillar of the economy.
